The Opportunity

Mandate

Reporting to the Vice President, Projects and Construction, the Senior Project Manager (SPM) – Rail, will join the Projects and Construction team with the responsibility for designing and constructing a unit rail (+150 car) facility for transportation of energy products. This role will ensure all aspects of project planning and execution meet the established requirements with respect to cost, schedule, scope, quality, regulatory, health, safety, and environment. This individual will lay the groundwork for the end state of the project by undertaking the front-end planning prior to commencement, including detailed design, as well as managing the procurement and construction.

The SPM will implement a construction-driven approach whereby planning will begin early in the project’s lifecycle – soon after the project has progressed past the initial project development phase. Subsequent implementation of the plan through execution is key, including vigilant change management. The responsibilities conclude once the project has successfully entered commercial operation (including resolution of all construction and commissioning deficiencies, and closure of all engineering, procurement and construction contracts).

Key Accountabilities

The position will include the following responsibilities:

  • Achieve health, safety, and environmental (HSE) outcomes that meet the requirements of legislation, licenses, permits, ATCO’s policies and practices, and the project’s goals related to HSE
  • Apply the principles of loss management minimizing exposures to incidents (i.e. by applying engineering, and risk management processes and controls)
  • Ensure all contractors have and apply HSE programs acceptable to ATCO while meeting all legal and project permit requirements
  • Inform, educate, and monitor contractors and individuals in all work areas where hazard and risk exposures are present
  • Ensure safe work plans are prepared and followed for all activities that hold hazard or risk to people, property, or environment
  • Prepare and submit routine and special reports to inform senior management regarding the project’s HSE aspects, the mitigation of hazards and risks, and whether any party associated with the project becomes deficient in meeting their obligations
  • Report and investigate incidents, mitigating the potential for future incidents through the identification and elimination of root cause elements
  • Ensure the project is delivered within the approved business case commitments (HSE, cost, schedule, functionality, performance, and reliability)
  • Lead the project from the development stage through construction and commissioning
  • Early in the project life-cycle, collaborate with the business development team to create a Project Development Plan (PDP) to ensure all the project development activities required to achieve a Final Investment Decision (FID) are completed on time and within the approved project development budget
  • During the project development phase (prior to FID) create a Project Execution Plan (PEP) which ensures that all engineering, procurement and construction activities required to achieve commercial operation are completed on time and within the approved project budget
  • Collaborate with project controls resources to establish cost estimates, schedules, earned value measurement, progress targets etc. required to achieve the cost and schedule targets.
  • Institute progress measurements and KPIs to proactively monitor project health, enable forecasting, and support decision making
  • Provide regular reporting of project status to corporate executives, including comprehensive monthly reporting
  • Apply your leadership skills to manage both customer and internal initiated changes including the application of a proactive and robust change management program
  • Explore opportunities to expand our value offering to customers on projects, including collaborating with Business Development efforts
  • Ensure the scope, specifications, designs, construction, testing and commissioning meet the requirements of the licenses, permits, approved project documents and the goals related to the projects technical and functional aspects
  • Establish and coordinate a multifunctional engineering, supply chain, and construction team to achieve the technical and functional requirements. This includes sourcing project-hire and contract resources as needed to supplement the staff team
  • Working closely with the business development team, ensure the design base documents (Design Concept and Design Basis Memorandum) will result in the delivery of facilities which accurately reflect the end user requirements consistent with the business case, and comply with all required licenses and permits
  • Ensure the requirements of the Design Base Memorandum are achieved within the detailed design documents, by drafting, tendering, evaluating, negotiating and awarding appropriate engineering contracts
  • Draft, issue for tender, evaluate, negotiate and award procurement contracts to ensure all equipment and materials procured for the project are fit for purpose and meet the specifications contained within the design base documents and applicable codes, standards and specifications
  • Draft, issue for tender, evaluate, negotiate and award construction contracts to ensure the facilities are built in strict accordance with the design documentation, while meeting the established health, safety and environmental requirements
  • Apply proactive contract management methods to ensure contractors successfully fulfill the requirements of the contract with an absence of claims or disputes
  • Ensure the commissioning and testing of the facility is achieved to verify the systems operate to the intent of the agreements, contracts and design documents
  • Close out all contracts including the successful resolution of any claims
  • Drive Excellence in team performance including the development of continuous improvement initiatives and processes
  • Lead meetings, set expectations for the project team, and reinforce team performance
  • Collaborate with functional group leads to manage staffing requirements
  • Support continuous improvement for project management/execution systems, work processes and procedures
  • Assist in the training of project management staff
  • Support talent reviews of other project management team members including goal setting and performance reviews

Success in the first year will be determined by the candidate’s abilities in the following areas:

  • As part of the early project development phase, lead the project team by applying expert knowledge and experience to plan the execution phase of the unit rail facility project
  • Through dynamic leadership, engage and motivate the project team; a committed group, who are accountable for bringing projects to successful completion
  • Using strong business acumen, generate comradery, understanding, and trust among cross-functional teams and various departments within the business
  • Following approval of the investment, successfully transition a large-scale project from the development phase to the execution phase. This includes the scope development, bid, evaluation, negotiation, award, and stewardship of key EPC/supply/fabrication contracts and purchase orders

Candidate Profile

The successful candidate will have the following:

Education:

  • Minimum of a university degree in engineering, business or a college diploma in technical fields or trades. College diploma candidates must have extensive project/construction management experience

Experience:

  • Minimum of 20 years relevant experience in design, project management and construction on unit train and associated production handling facilities
  • Experience in on-site construction management and supervision is required
