The Opportunity

Reports to:Senior Manager, Engineering
Direct Reports:6-8
Location:Fort McMurray, Alberta

 

Mandate

The Manager, Engineering Programs is responsible for providing engineering, project management expertise and leadership with respect to infrastructure management principles and applicable legislative reviews and provincial/federal initiatives. Working within the Buildings & Environmental Infrastructure branch or the Infrastructure Rehabilitation branch, the Manager, Engineering Programs leads and manages projects to ensure plans are effectively implemented, the results are monitored and reported, and the financial and operational objectives are attained. The successful candidate will also play a central role in delivering leadership, direction, and enthusiasm to the Region’s engineering program teams.

 

Key Accountabilities

The position will include the following responsibilities:

Departmental Management:

  • Assists the Director, Engineering with overall program service delivery;
  • Manages daily operations, budgeting, and strategic planning of the overall design and deployment of all department initiatives; and
  • Ensures all programs are developed according to legislation, industry standards, and best practices.

Leadership:

  • Takes a lead role in developing and implementing innovative and practical approaches to department initiatives to ensure all employees are working proficiently and effectively in a productive environment;
  • Recruits, trains, and mentors staff; and
  • Leads staff in the delivery of advice, recommendations, and decision support.

Implementation of Strategies:

  • Provides leadership to the department on the appropriate adoption and use of project management and governance principles;
  • Leads and manages the procurements and administration (tenders and contracts negotiations) of construction and engineering service contracts; and
  • Oversees construction progress on all capital projects, ensures quality control, responsible for environmental compliance and adherence to organizational policies and procedures and reports on status of the program delivery.

Success in the first year will be determined by the candidate’s ability to:

  • Integrate well into the organization by being a visible leader who fosters strong relationships, encourages open communication, feedback, and recognition;
  • Establish strong working relationships with the leadership team, employees, partners and stakeholders;
  • Promote a culture of engagement by providing support to Department employees, prioritizing diversity and inclusion, promoting transparency at all levels and ensuring a respectful and safe work environment;
  • Gain a broad understanding of the Department in order to identify key priorities and bring forward workable ideas and solutions to increase efficiency of projects; and
  • Deliver outstanding service and exceed client expectations through effective project management, goal setting, and execution of assignment deliverables.

 

Candidate Profile

The successful candidate will have the following:

Education:

  • Bachelor’s Degree in engineering; and
  • A Professional Engineer (P. Eng) designation is required.

Experience:

  • Ten (10) or more years’ experience working as a Professional Engineer (P. Eng) in the field of engineering with a minimum of five (5) years’ experience as a leader;
  • Experience in a public sector, unionized, municipal or infrastructure environment is considered an asset;
  • Demonstrated understanding of budget and capital processes; and

  • Persuasive: Negotiation, interpersonal, investigation, mediation, and facilitation skills.
  • Diplomacy: Proven ability to be discreet, keep all information and documentation strictly confidential, respectfully and sensitively resolve issues. High emotional intelligence capacity including the ability to deal effectively with ambiguity, remain calm and neutral in conflict situations.
  • Technological Acumen: Proficient with computer software.

 

Additional Information

The successful candidate will be required to relocate to Fort McMurray for this role. Relocation assistance can be provided if required.
