The Opportunity

Mandate

The General Manager, Volker Stevin Highway (VSH) provides overall and day-to-day leadership at all levels and for all divisions of Volker Stevin Highways Ltd. In alignment with the organizations’ strategic priorities, mission and vision. Reporting to the Vice-President, Highways for Volker Stevin Canada, the General Manager, VSH, is responsible for the leadership, strategic direction and overall operations of the Highway Company by planning, organizing, directing and optimizing the deliverables of our Provincial Highway Maintenance Contracts and related business opportunities.

Further, by aligning the organization’s priorities with employee values, with the moral obligation to provide a safe and environmentally responsible workplace, the General Manager, VSH will contribute to the sustainability and growth of the overall Highways business.

 

Key Accountabilities

The position will include the following responsibilities:

Strategic Planning

  • Develop and execute a strategy that supports organizational growth, business development, the operational framework, talent development and customer service
  • Continuously evaluate market conditions by building and maintaining a network of industry contacts, to ensure company accesses all opportunities consistent with its strategy
  • Maintain strong partnership alignment with the Volker Stevin Canada team, clients and suppliers
  • Influence industry by sharing knowledge and expertise with the objective to optimize productivity, Safety Culture and Environmental responsibility
  • Consider all internal (workforce changes) and external factors (socio economic conditions), when directing existing and future contracts
  • Seek and identify opportunities for further partnerships with existing and new clients
  • Represent Volker Stevin in key industry associations (e.g. Alberta Road Builders) to ensure Volker’s influence and voice are at the forefront of the Road Construction and Maintenance Industry in Canada
  • Seek, assess, identify and implement innovation in the areas of Highway Maintenance and related business activities

Sustainability

  • Monitor and manage P&L and overall financial performance. Utilize financial data to analyze business performance and improve profitability
  • Maintain overall accountability for the results of all divisions within VSH
  • Lead the planning and execution of all bid processes by using acquired skills and experience in the Highways Maintenance sector to best align internal resources to what is required for every project
  • Support top leadership during contract negotiations, renewal opportunities and new business development
  • Engage/liaise with the human resources department to deliver the full spectrum of talent management including succession planning, performance and development management, retention and engagement of the VSH workforce
  • Develop and execute on optimized capital and operating budgets. Swiftly adapt to unexpected internal and/or external factors affecting approved budgets
  • Plan effective strategies to promote continuous improvement and the financial wellbeing of the company

Leadership & People Management

  • Lead team by building an environment which models behaviours of trust, commitment, collaboration, engagement, accountability and results
  • Provide ongoing, real time, relevant, performance management feedback to team of managers
  • Clarify expectations and align goals with objectives of the corporation
  • Ensure the entire team has clear objectives and follow through on all VSH operational and reporting requirements
  • Ensure position profiles are completed and updated for all positions within all divisions
  • Ensure managers are engaged in programs and initiatives that impact the efficiency, productivity, and the overall success of all divisions
  • Understand and leverage the experience, expertise, capability and aptitude of each individual manager of the different divisions
  • Understand and practice the concepts of how to maintain an engaged workforce and intentionally and actively pursue the appropriate leadership approach towards the managers and their team
  • Provide visionary leadership, coaching and mentorship necessary to lead and hold accountable an experienced management, technical and operations team
  • Maintain a positive culture focused on safety, customer satisfaction, quality and operational excellence, that maximizes employee engagement
  • Share knowledge of the Highways Maintenance industry with managers, contract techs, superintendents, etc. through mentorship and coaching
  • Identify needs for professional development of the team to ensure solid succession planning
  • Foster and maintain a healthy, active and transparent relationship with the VP

Relationship Building

  • Build upon the stellar and solid relationship VSH has maintained with Alberta Transportation, Municipalities, Towns, Cities, suppliers and partners, continuing and growing the opportunity to be the preferred partner
  • Build and maintain internal and external relationships for collaborative, efficient and sustainable results
  • Attend periodic operations meetings with clients
  • Attend periodic field operations meetings demonstrating engagement in the operational scope of the role
  • Represent VSH in a professional, helpful and confidential manner at all times
  • Communicate with customers with transparency and a solution driven focus
  • Provide leadership in business development with Cities, Towns and Municipalities which supports current and future operations

Process Efficiencies

  • Support and lead the team to identify/recommend/initiative changes in processes as they relate to the best results of the VSH Maintenance
  • Support VSH managers in the successful implementation of continuous improvement initiatives and report on results achieved
  • Formulate and review strategies for bidding and pricing to improve profitability and protect market position
  • Participate in the selection and champion the implementation and training of appropriate technology solutions to help drive process efficiencies and business analytics

Customer Service

  • Work closely with operations to ensure client and contractual obligations are met
  • Work closely with procurement coordinator to ensure procurement strategies are met in regards to the external resources required by operations
  • Manage and support a high level of service standards to meet the contractual requirements required by our clients
  • Communicate with transparency and solution driven focus

Health, Safety & Environment

  • Actively engage in and advance Volker Stevin Canada’s safety culture
  • Engage senior management on an ongoing basis regarding safety activities successes and continous improvement
  • Remain visibly committed to the safety excellence way of life culture by:
    • Participating in all relevant safety training
    • Modeling accountability in all safety activities associated with role
  • Develop and execute on long-term sustainability initiatives that advance Volker’s environmental stewardship
  • Report to VP and Executive Team as relevant on all operational initiatives as they relate to Health, Safety and Environmental matters in all divisions
  • Apply lessons learned to the improvement of operational efficiencies and Health, Safety and Environmental matters in all divisions

 

First Year Deliverables / Measures of Success

Success in the first year will be determined by the candidate’s ability to:

  • Effectively integrate into the business and absorb a high volume of organization specific knowledge including the business process, divisions, and customers
  • Build collaborative and trusting working relationships with both internal and external stakeholders
  • Successfully manage competing demands and meet targeted deadlines for projects
  • Develop a functional working knowledge of Highway Maintenance operations, contract language & administration and financial business drivers
  • Develop a strategic business plan that aligns with the growth goals of the business
  • Align with HR and build on the talent acquisition and talent management strategies
Candidate Profile

The successful candidate will have the following:

Education:

  • Post-secondary education in Business or Civil engineering from a recognized institution or an equivalent combination of education and related work experience. An MBA would be considered an asset

Experience:

  • Minimum of 10 years of experience in a leadership role of complex operations
  • Minimum 5 years direct experience in the Highways Maintenance or Transportation Infra-structure Industry is preferred
  • Senior management experience in a P3 environment – bidding, planning, mobilizing, overall leadership
  • At least 5 years’ experience in operational financial management including profit & loss responsibility for an operating division or business
  • Knowledge and experience in civil construction industry

Competencies and Attributes:

  • Knowledge and experience in complex contract management, administration and negotiation
  • Knowledge and experience in organizational effectiveness and operations management implementing best practices
  • Demonstrated experience working effectively with various levels of Municipal and Provincial Government stakeholders
  • Ability to lead, motivate, develop and engage a large team in a high growth company
  • Strong analytical and problem-solving skills
  • Strong work ethic, detail-oriented and results driven approach
