The Opportunity

Reports to: General Manager, Community & Protective Services

Direct Reports: 3: Deputy Chief, Community Safety and Preparedness; Deputy Chief, Operations and Training; Deputy Chief, Support Services

Indirect Reports: 37 Permanent Full Time Firefighters; approximately 60 Paid On-Call personnel

Location: Leduc, Alberta



Reporting to the General Manager, Community & Protective Services, this position is responsible for providing strategic leadership to the City’s Fire Services Department. With a continued focus on increasing safety, efficiency, effectiveness, the Fire Chief & Director of Emergency Management will provide an enthusiastic, innovative, and effective approach to Emergency Response. The Fire Chief & Director of Emergency Management will be a part of a highly progressive, leading organization and will demonstrate a strong political acumen in the delivery of all services including sensitive and critical communication surrounding emergency management, and crisis actions.

The Fire Chief & Director of Emergency Management, with the assistance of an excellent team, is responsible for providing the Department with necessary administrative and professional leadership to elevate the Department to the highest level of excellence and efficiency. The Director is also responsible for strategic and operational planning and ensuring the Department conforms to City of Leduc policies and procedures, provincial and municipal legislation, as well as Alberta Health Services contracts and mandates.


Key Accountabilities

The position will include the following responsibilities:

  • Overall responsibility for the Fire Services Department including; leadership, budget, resource management, work assignment, and all other aspects of Department oversight;
  • Conduct annual operational planning and establish key performance indicators for Department activities;
  • Responsible for establishing, managing, and reporting on assigned budgets;
  • Responsible for building strong collaborative relationships with City Departments and the Union;
  • Promote a positive, respectful culture that values equity, diversity, and inclusion through the leadership, management, assessment, and development of staff;
  • Responsible for fostering a positive, supportive and collaborative team approach and managing conflict by designing approaches to help ensure a healthy and productive working environment.
  • Represent the Fire Department while liaising with the City of Leduc Council, municipal and provincial government agencies, external consultants, other stakeholders, the media and the public;
  • Actively pursue open lines of external communication and co-operation within a complex multi-stakeholder environment, including attending public events, seeking to build strong and enduring relationships, and/or speaking on behalf of the Fire Services Department, as required;
  • Provide policy and risk analysis, research and development, including gathering of information from Department staff, AHS, the City of Leduc, and the general public, as required;
  • Provide clear, complete and accurate reports and recommendations for the City of Leduc Fire Services Department and municipal and provincial governments;
  • Ensure that the City of Leduc Fire Services Department has all the necessary information, training, and resources to successfully carry out their duties and mandate;
  • Demonstrate the utmost professionalism in advising the Department and Executive Leadership on issues, risks, and recommendations;
  • Plan, organize and/or monitor all functions and activities associated with the Fire Services Department and manage projects as defined by Executive Leadership;
  • Provide leadership, development, and coaching to unionized staff and paid-on call team members;
  • In collaboration with the Director, Communications and Marketing. oversee the development, execution, and maintenance of the Department’s communication plan for the public and the media;
  • Prepare for approval, and report on, the Department’s budget; and
  • Establish and coordinate contracts with Alberta Health Services.


First Year Deliverables / Measures of Success

Success in the first year will be determined by the candidate’s ability to:

  • Build a strong and healthy rapport with Officers, Executive Leadership, the Union, and other employees at the City of Leduc;
  • Assist in the effective bargaining and negotiation of a contract between the City of Leduc Fire Services departmentand Alberta Health Services;
  • Promote a culture of engagement by providing support to Department employees, prioritizing diversity and inclusion, while promoting transparency at all levels, and recognizing outstanding employees.
  • Establish a blueprint of a third City of Leduc fire house, and put building plans into action by acquiring resources and personnel to see the project through; and
  • Engage in reputation management by successfully leveraging the positive characteristics of the City of Leduc to the municipality and surrounding areas.


Candidate Profile

The successful candidate will have the following:


  • University degree or a comparable combination of education and experience in progressively complex organizations;
  • Post-secondary education in emergency management would be considered an asset; and
  • Training in the fire services or EMS industry.


  • A minimum of five (5) to (10) years of previous experience in the fire services industry or EMS services;
  • Demonstrated track record of effective administrative leadership;
  • Demonstrated organizational change management ability in a senior leadership capacity;
  • A leader with proven ability to work with and influence groups and associations toward achievement of a common goal; and
  • Demonstrated effectiveness in the development and implementation of an integrated approach to strategic planning, performance measurement and management, business planning and budgeting.
