Executive Director, Development Project on Royal Victoria Site, McGill University


Established in 1821, McGill University is an internationally known, research-intensive and student-centred university and a Canadian leader in higher education.

Located between McGill University’s downtown campus and the Mount Royal, the Royal Victoria Hospital opened its doors in 1893. Since 2015, in close collaboration with the Government of Quebec, McGill University has been working on the creation of a new pavilion of 50 000 m2 on the former Royal Victoria hospital site, following the relocation of the McGill University Health Centre (MUHC) on the Glen site. This major project, which is phased over several years, is intended to be structuring both for the Montreal area and for the historic and natural borough of Mount Royal. McGill University has developed an academic vision for the pavilion primarily focused on sustainable development and public policy and is pursuing feasibility studies that will identify the technical, economic and patrimonial challenges related to the reconversion of the pavilion. The start of the renovation and construction of the pavilion is expected to begin in 2021 while the university will celebrate its 200th anniversary of foundation. The scope of the project is in the order of 700 million$.

This historic site will become a gathering place for the people of Quebec and around the world as well as a platform for learning, research and innovation. In addition, this transformation project will provide an opportunity for the university to fill its space gap.

To lead this important project, McGill University is actively seeking its Executive Director, Development Project on Royal Victoria Site.


One of the main challenges to the incumbent will be to lead the planning, development and completion of programs and activities associated with architectural planning, engineering and support services and technologies. In addition, the incumbent will ensure schedule and budget compliance, the periodic submission, in conjunction with the project manager, of detailed cost summary report incorporating all information critical to budget justification.


Reporting to the Vice-Principal, Administration and Finance, and in close collaboration with members of his administration and various internal and external partners, the incumbent is responsible for the budgetary and financial management of the McGill development project on the Royal Victoria site.

  • Ensures that the functional and technical programs for the project, the plans and specifications as well as the plans, drawings and performance specifications of the calls for tenders process, the specifications as well as the requests for proposals are compliant with the objectives set.
  • Authorizes in advance all requests for amendments to these documents that would have an impact on the approved functional and technical plans and has them accepted.
  • Is responsible for managing procurement activities required for such a project.
  • Is responsible for fostering collaboration among the various units and faculties involved and external partners and for implementing the various provisions that govern the McGill project, in accordance with existing legislation and policies.
  • Assists the Vice-Principal (Administration and Finance) in coordinating the various government, municipal and other agencies involved in the completion of the McGill project.


  • Graduate degree in a discipline deemed relevant.
  • PMP certified a definite asset.
  • A solid ten (10) years of management experience in a variety of fields, having developed the necessary qualities, skills and credibility needed to carry out the mandate.
  • Knowledge of the higher education network.
  • Experience in a significant role managing major and complex construction projects.
  • Knowledge of the strategic planning process.
  • Aptitude to identify organizational priorities in relation to the strategic directions of the project.
  • Ability to manage a large project in a complex and regulated environment involving different governmental and municipal agencies as well as other internal and external stakeholders and establish a broad framework for the development of strategic alliances.
  • Proven leadership in identifying creative and innovative strategies.
  • Capacity to resolve complex internal and external issues.
  • Ability to create organizational synergy around the mission of the McGill project on the Royal Victoria site.
  • Experience or knowledge of the challenges that represent a real estate project is an asset.
  • Unifying leadership, visionary with strong analysis skills, strategic and sound judgment.
  • Excellent interpersonal skills combined with the ability to deal harmoniously with a wide range of stakeholders.
  • Complete fluency in oral and written French and English.
