WZR Development ULC (“WZR”) is a Calgary-based, international natural resources company engaged in acquiring properties and exploring for, developing and producing crude oil and natural gas.

WZR holds an 80% working interest in the Kurdamir Production Sharing Contract (“PSC”) and a 40% working interest in the Garmian PSC with the Kurdistan Regional Government in the Kurdistan Region of Iraq. Job Title: Director, Supply Chain

Reports to: Senior Vice President Engineering and Operations

Location: Based in Calgary but frequent international travel will be expected, including travel to Kurdistan and Dubai



As the Director, Supply Chain for WZR Development ULC(“WZR”) you will be responsible for overseeing and managing the organization’s overall supply chain and logistics strategy and operations in order to maximize the process efficiency and productivity. This will include: development of strategic objectives, staff recruitment, lead and develop staff to support the cost, quality, technology, and material flow objectives in support of the Kurdistan and Operations organizations of WZR. This position will also play a crucial role in developing and maintaining good relationships with vendors and distributors.

Key Accountabilities


  • Execute supply chain activities to enable the business plan and contribute to the strategic direction of the company
  • Build an appropriate corporate and in-country supply chain team
  • Develop KPI’s to ensure supply chain function delivers to business needs
  • Execute tender processes from the prequalification stage, Industrial and Technological Benefits (ITB) development and issuing, commercial evaluation and contract formation
  • Ensure adherence to corporate tendering policies and procedures including Management Committee Procurement and Joint Venture Operating
  • Develop contracting models to be applied which will optimize schedule and quality
  • Create and implement SCM strategies that increase efficiency and speed and reduce costs while in alignment with WZR’s policies
  • Develop and implement monthly contract spend analysis including the procurement commodities. Collaborate with other departments to identify vulnerabilities and close operational gaps
  • Ensure that a SCM tracking system and tools are established and maintained

Calgary Corporate

  • Participate as part of a multi-disciplinary team to develop and execute SCM processes for international projects
  • Integrate supply chain system with the corporate accounting system
  • Implement purchase order and service order registry, and work with the WZR organization to develop approved vendor lists, internationally and in-country
  • Implement corporate governance guidelines and policies
  • Provide strategic direction and leadership to the organization’s contracting disciplines including contracts, logistics and materials Management
  • Contribute and be a fully engaged member of the Emergency Response Plan team (ERP)
  • Review and implement SCM policies and procedures to the requirements of the Production Sharing Contract (PSC)
  • Assist with long-term supply chain strategies and short-term tactical plans to achieve uninterrupted contracting objectives and deliverables
  • Lead and manage a fit-for-purpose contracts team (when applicable)
  • Provide oversight and engage with the implementation of contracts from the preparation, evaluation of vendor prequalification, tendering process and commercial evaluation through to contract negotiation for various departments
  • Define future contracting requirements and assist in the preparation of annual work programs, long range planning and budgets
  • Assist the business planning function with forward cost estimating and scheduling
  • Provide regular and pertinent reporting of contracting activities in Calgary and Kurdistan including performance metrics (PMI’s)
  • Mentor and train staff to enhance organizational capability
  • Support the various leaders with respect to supply chain
  • Represent WZR and maintain appropriate relationships as required

In Country

  • Ensure adherence to approval process for cost recovery from Kurdistan Ministry
  • Get tender strategies and awards approved by Ministry officials
  • Set up new country SCM processes in Dubai
  • Responsible for SCM personnel issues related to hiring, incentives, discipline and termination
  • Responsible for personnel career development plans
  • Ensure that maximum opportunity is given to qualified national companies, through a phased approach
  • In consultation, cooperation and agreement with in-country management, define and implement appropriate systems for SCM including integration with finance, cost control and inventory management
  • Support logistics, expediting and customs clearance to the in-country operations

Success in the first year will be determined by the candidate’s ability to:

  • Assess current SCM policies and design further policies where appropriate
  • Ensure tendering processes are running smoothly with minimum time frames around achieving tender approval
  • Set up integration process and systems between supply chain and accounting
  • Ensure SCM policies and ethical standards are adhered to
  • Gain the trust of your peers across the organization and build strong working relationships between the different business units (operations, accounting etc.)
  • Develop and maintain good relationships with in-country Ministry officials (Kurdistan) and vendors



The successful candidate will have the following:


  • Suitable post-graduate diploma/degree or the equivalent of training and experience


  • A minimum of 15 years industry-related commercial experience in the area of oil and gas exploration, with a primary focus in the areas of drilling, completions and facilities is required
  • APICS certification will be considered an asset
  • International experience is required
  • Astute understanding of the supply chain community and marketplace; a good network of contacts, with a particular focus on international drilling, completions and facilities
  • Remote onshore oilfield logistics and related operations experience including warehousing and materials management
  • Self-starter with a superior understanding of the challenges of working in developing environments
  • Familiarity with safety and procedural best practices in SCM
  • Has a demonstrated track record of working effectively with host country nationals
  • Strong proficiency with data management software and advanced MS Word, Excel and PowerPoint knowledge
