The Opportunity

Mandate

The Director, Human Resources is responsible for the provision of leadership and strategic direction to the Human Resources (HR) department and for the delivery of comprehensive human resource management services for the City of Leduc. All aspects of human resource management including the implementation of the City’s Human Resources Strategic Plan, Employee Programs & Support Services, Payroll & Benefits, Human Resource Policy & Procedures, Training & Development, Staffing, Classification, Compensation and Staff Retention Programs, Employee Relations, Workplace Health & Safety, Workplace Culture, Organizational Effectiveness, and Employee Evaluation & Performance Management. The position is also responsible for contributing to the assessment of the cultural pulse of the organization and implementing mechanisms, processes and methods that ensure the City of Leduc is a healthy, safe, attractive and productive workplace.

 

Key Accountabilities

Occupational Health and Safety

  • Understanding and adhering to the policies, principles and practices of OH&S legislation, and the City’s requirements, as these obligations pertain to this role.

Human Resources Leadership

  • Implement and communicate the strategic Human Resources plan in alignment with the City’s strategic direction and supporting corporate initiatives;
  • Develop and implement an annual Human Resources operational plan, identifying strategic priorities, and resources;
  • Overall responsibility for the development, organization, management and delivery of an inclusive and comprehensive Human Resource service delivery program;
  • Establish, track and report on HR metrics that reflect a fact-based, comprehensive method for measuring, comparing, and evaluating the effectiveness of the Human Resources department’s operational and strategic plans, as well as serving as a tool for management decision making;
  • Positively contribute to an inclusive, supportive and progressive organizational culture through relationship building, maintaining knowledge and research of best-practices (relative to Human Resources management and delivery), and seeking an understanding of client needs;
  • Continuous knowledge and understanding of current provincial government legislation, policies and procedural trends applicable to employment and labour relations statutes and regulations, and to ensure adherence to these, including, but not limited to: Alberta Human Rights Act, Alberta Employment Standards, Workers’ Compensation Act, Alberta Labour Relations Code and Occupational Health & Safety Code.

Labour and Employee Relations

  • Represent the City of Leduc in union negotiations, and through participation on relevant committees, partnerships, and meeting attendance;
  • Provide leadership and direction on labour relations matters within the City, including the management of applications for certification, interpreting and providing advice on collective agreement(s), and the resolution of arbitrations and grievances;
  • Provide direction and support to Employee Relations issues, including: coaching, administering progressive discipline, facilitating and/or leading workplace investigations, mediation, and other related dispute resolution methods;
  • Ensure City Human Resource policies are current and consistent with respective legislation, aligned with best-practice and comparator approaches, and are consistently applied across the organization.

Service and Program Delivery

  • Oversee the delivery of all facets of HR services and programs, inclusive of: Job Evaluation, Recruitment, Total Compensation, Benefits, Disability Management, Workforce Planning, Facilitation of Organization-Wide Multi-Year Staffing Plans, Performance Management, Employee Recognition, H.R. Metrics, Employee Engagement, Training and Development, Occupational Health, Safety and Wellness, and Organizational Effectiveness initiatives;
  • Continually seek out opportunities for process and program improvements in Human Resources that are collaborative and client focused;
  • Develop and maintain key relationships with senior leadership in the organization to ensure effective and meaningful HR services that are supportive and responsive to client needs;
  • Provide leadership and support to a City-wide occupational health, safety and wellness program that is compliant with legislation and consistently maintains COR status.

Human Resource Management

  • Plan, design and manage the structure and delivery model of the Human Resources department and set priorities for delivering services effectively;
  • Work closely with the Executive Team to develop HR standards for recruitment, total compensation, job evaluation, employee relations, and training and development;
  • Support the development of Human Resources service levels in collaboration with client groups, and promote and communicate service levels to further a shared organizational understanding of Human Resource services;
  • Lead a department of 15 employees, including 5 direct reports, and conduct corresponding ongoing performance management meetings, assessment, coaching and feedback;
  • Facilitate the change management practices and ensure that staff has the tools and skill to effectively address shifting priorities, goals, and organizational growth;
  • Consistently support and develop staff through coaching, mentoring, cross-training, and other developmental opportunities;
  • Promote knowledge management and knowledge transfer activities within the department to ensure knowledge is shared, accessible, and encouraged for all.

 

First Year Deliverables / Measures of Success

Success in the first year will be determined by the candidate’s ability to:

  • Establish credibility as an effective leader in Human Resources by building strong and trusted internal relationships with the HR team, department leads, colleagues, unions, and City of Leduc employees through frequent interactions and exceptional relationship building skills;
  • Successful implementation of internal reviews, such as the Human Resources organizational review and the total rewards and compensation survey;
  • Develop and establish a comprehensive Diversity, Equity, and Inclusion strategy and implementation plan in collaboration with an external consultant; and
  • Audit all existing policies and procedures within the Human Resources department, and make continuous improvements to procedures as appropriate.
  • Visibly demonstrate, on a continuous basis, commitment to the City’s values of Teamwork, Service, Respect and Leadership.

 

Candidate Profile

The successful candidate will have the following:

Education:

  • A relevant University degree and a CPHR (Certified Human Resources Practitioner) designation is required; and
  • Preference will be given to those with a related Master’s Degree and additional training in the areas of labour relations and conflict resolution.

Experience:

  • A minimum of 10 years progressively responsible senior management experience;
  • Experience in organizational design/effectiveness;
  • Experience in employee and labour relations and managing human resource delivery; and
  • Experience operating in a unionized environment is essential.

  • Open, honest, and tactful with all audiences. Demonstrates respect to all in a clear and straightforward style;
  • Knows and understands legislative and regulatory processes and has an intuitive ability to read the political implications of recommendations and actions. Guide and mentor the Executive Team with solid and informed recommendations;
  • Proactively identify and resolve major intra-department and inter-department issues;
  • Ensure the department is organized, structured, and staffed appropriately to meet its goals; and
  • Strong conflict resolution and negotiation skills with experience solving complex and sensitive issues.
