Chief Human Resources Officer – Cornwall Community Hospital

THE ORGANIZATION

Cornwall Community Hospital was incorporated in 2004 with the amalgamation of the Cornwall General Hospital and the acute care services of the Hotel Dieu Hospital, both with over 100 years of health care service to Cornwall and the surrounding area. With the completion of a major redevelopment project in 2014, and the construction of the Addiction and Mental Health Centre at the end of 2016, the hospital consolidated all acute care and community-based services on their McConnell avenue site. Having everything on one campus positions the hospital well to serve its community for many years to come.

  • Our Critical Care Unit (CCU) is a Level 2-3 ICU with 11 beds. A closed unit with a rotating Internist, the CCU offers a 4-person ventilator capacity. Services include advanced central line insertion, difficult airway management, advanced ventilator setting management, bronchoscopy, and intubation.
  • A satellite facility for the Ottawa Regional Cancer Centre, providing ambulatory, nursing, pharmacy & physician support from the administration of low-risk to high-risk chemotherapy under the direction of an oncologist.
  • An Eastern Ontario first: the Community Addiction & Mental Health Centre, located just north of our Hospital facility. Opened to clients in late 2016, our Centre offers addiction and mental health services from children to geriatric clients, all under one roof.

THE MANDATE

About Cornwall Community Hospital

Cornwall Community Hospital (CCH) is a medium-size acute care hospital located in Cornwall, Ontario a beautiful city situated on the scenic St. Lawrence River. CCH provides a full range of acute inpatient, outpatient and community mental health services to a catchment area of 100,000 people from the communities of Cornwall, the United Counties of Stormont, Dundas and Glengarry and to the Mohawk community of Akwesasne.

With 156 beds, 1200 employees and 110 physicians, CCH offers a wide range of care and services. These include emergency, surgical, medicine and rehabilitation services, mental health and addiction programs as well as a family birthing centre.

 

The Role

CCH is about to embark on a new five-year strategic planning exercise and is seeking a Chief Human Resources Officer (CHRO) to play a key role in developing and executing the strategic plan. With a clear vision of delivering Exceptional Care. Always. and core I.C.A.R.E. values (integrity, compassion, accountability, respect, and engagement), CCH is well-positioned to respond to the changing healthcare landscape.

Reporting to the President and Chief Executive Officer, the CHRO is a member of the Senior Management Team and provides progressive human resources leadership across CCH. The CHRO is responsible for developing and executing human resources strategy in support of the organization’s strategic plan, specifically in the areas of employee and labour relations, talent acquisition, occupational health and safety, French language services, volunteer resources, talent management, training and development, and compensation. The CHRO will have a proactive hands-on to human resources management in a busy environment. Depending on the candidate’s background and skill set, other areas of responsibility may be considered.

Duties and Responsibilities

  • Establish and implement HR strategies that effectively communicate and support CCH’s strategic plan, mission, vision and values.
  • Enhance the organization’s human resources function by planning, implementing, and evaluating employee relations and human resources policies, programs, and practices.
  • Evaluate current systems and technology (i.e., human resources information system, scheduling system) and make recommendations for improvement.
  • Establish and monitor key metrics across the HR function to monitor trends and drive change.
  • Function as a strategic advisor to the Senior Management Team regarding key human resources issues.
  • Identify and Implement initiatives to contribute to the physical and mental health and wellbeing of employees.
  • Develop comprehensive strategic recruiting and retention plans to meet the human capital needs of the organization in a rapidly changing healthcare environment.
  • Provide overall leadership and guidance to the HR function by overseeing employee and labour relations, talent acquisition, occupational health and safety, French language services, volunteer resources, talent management, training and development, and compensation.

 

CANDIDATE PROFILE

The successful candidate will have the following:

Credentials and Experience

  • At a minimum, an Undergraduate degree in Human Resources Management, Business Administration, or other relevant discipline.
  • Certified Human Resources Leader designation.
  • Possess 10+ years progressive experience in a HR leadership role and have a track record of supporting organizational change and building teams.
  • Track record of leading full cycle projects of significant size and complexity to bring about transformational change.
  • Proven ability to manage change and create innovative solutions for complex and diverse organizational issues.
  • Effective communicator with strong organizational skills, client focused orientation and commitment to providing long-term quality service.
  • Demonstrated team building skills, and previous success with interdisciplinary relationship building that encourages employees to utilize creative solutions to apply new ideas and new ways of thinking.
  • Functional in both official languages a definite asset.
