Chief Executive Officer – Catholic Social Services

CATHOLIC SOCIAL SERVICES

In 1961, the Catholic Archdiocese of Edmonton recognized several needs in the community that were not being met by existing resources. ​With a directive from the Archdiocese to help those in the community who need it most, Catholic Social Services continues to offer compassion, support, and consolation in the community.  Starting with a small staff that offered only family and child services in Edmonton, the Agency has grown over the years to provide a variety of services throughout Central Alberta.  Working with an annual operating budget of $92.8 million, the Agency is 93% funded through government and public grants, with the remainder of the funds coming from donations and client revenue.  The Agency employs 1825 individuals, and is further served by more than 800 volunteers.

Catholic Social Services has a long history of serving people in the Archdiocese of Edmonton. Always guided by faith, caring staff and volunteers provide hope, healing, and love to the people they serve. Catholic Social Services is the charitable service delivery arm of the Archdiocese of Edmonton, and the care that the Agency provides offers a safe place for women leaving abusive relationships, helps homeless youth to rebuild their lives, and enables people with disabilities to live life to its fullest. Catholic Social Services offers support for the settlement of immigrants and refugees, provides counselling that strengthens families and relationships, helps recovering addicts, and supports women facing crisis pregnancies.

The Catholic Social Services agency is evolving to meet community needs. Towards that goal, the Edmonton Pregnancy Crisis Centre joined with the organization in the fall of 2015, enabling their ministry and protection of human life to extend to the unborn child. In 2016, they also added Mercy Counselling Service, which provides family and individual counselling services that allows for the incorporation of faith into a counselling practice that provides competent and compassionate care throughout the Archdiocese.  Catholic Social Services is also a proud partner in the government of Canada’s humanitarian initiative to resettle 25,000 Syrian refugees from November 2015 to February 2016. As a federally-funded refugee receiving centre for Edmonton and Red Deer, the Agency welcomed and supported more than 1,100 government-assisted Syrian refugees. 97% of the refugees arrived in just two months, over 200 families are currently rebuilding their lives in Edmonton and Red Deer.

KEY ACCOUNTABILITIES

The position will include the following responsibilities:

Strategic Leadership

  • Engage with the board in annual and long term strategic planning with responsibility for the implementation of long-range objectives
  • Plan, develop, co-ordinate and monitor social service programs offered by the different agencies in accordance with the Organization’s philosophy and concerns of the Catholic Church in promoting human well- being in a spirit of compassion, justice, freedom and solidarity
  • Communicate vision, values and goals internally with the organization

Organizational Leadership

  • Serve as the executive and administrative head of the Organization; ensure the overall operation of Catholic Charities, Catholic Social Services and Sign of Hope Society complies with best practices and professional standards
  • Set operational objectives and goals in collaboration with the leadership team
  • Plan, develop, implement, review and update the Organization’s policies and procedures
  • Achieve the objectives and key performance targets established in strategic plan

People Leadership

  • Working in collaboration with the appropriate Boards of Directors, appoint, mentor, and appraise the performance of the senior managers of the respective agencies
  • Provide leadership through building and motivating a team of leaders that is committed to the vision of Catholic Social Services
  • Maintain positive employee morale and enhance the culture that supports Catholic Social Services strategic objectives

Stakeholder, Partner and Community Relations

  • In partnership and at the direction of the Board, serves as a liaison between the Organization and the Roman Catholic Archdiocese of Edmonton/other dioceses
  • Represent the Organization professionally in the community
  • Promote and support partnership with different orders of Government and other local, provincial, national and international organizations in the field
  • Ensure that the formal partnerships that are established align with the vision, mission and values of Catholic Social Services

Fiscal Accountability and Fund Development

  • Review and ensure the Organization is in a strong financial and professional position to offer Mission driven services to the communities served
  • Demonstrate sound fiscal management through effective internal controls
  • Monitor the annual budget and cash flow while continuing to work closely with partners, stakeholders and donors to ensure stability and security of funding
  • Ensure accurate and timely financial reporting, including statements that meet external audit requirements

Board Governance

  • Maintain open, transparent communication with the Board
  • Attend Board meetings and act as an advisor to the Board on all aspects of the organization’s activities
  • Collaborate with the Board in the development of organizational policy and strategy
  • Support and enable the effectiveness of the Board by actioning directives/decisions made at the Board level
  • Report regularly to the Board on strategic plan execution, financial performance and risk management
  • Ensure that effective and appropriate feedback mechanisms are in place with regards to CEO performance
  • Serve as Ex-officio members of all committees of the respective Boards of Directors

 

 

FIRST YEAR DELIVERABLES / MEASURES OF SUCCESS

Success in the first year will be determined by the candidate’s ability to:

Build a comprehensive strategic plan, in collaboration with the Board and Senior Leadership Team, to set priorities, focus energy and resources, and ensure that all stakeholders are working towards common goals

  • Develop and maintain comfortable, positive relationships with key stakeholders including Administration, staff, Board, funders and community partners by opening and expanding the lines of communication
  • Establish and strengthen the community profile of Catholic Social Services

 

CANDIDATE PROFILE

The successful candidate will have the following:

 EDUCATION:

  • Postgraduate Degree in Management, with a preference for a Social or Human Services related field

EXPERIENCE:

  • Ten years’ related work experience in senior management and organizational development
  • Experience working with elected officials and administrative executives of different orders of government, voluntary organizations, associations and agencies
  • Prior experience reporting to and working closely with a Board
  • Understanding of the teachings, structure and operating mechanisms of the Catholic Church
