THE ORGANIZATION

In 1974, a small group of people came together to form the Citizens’ Advisory Committee to address social concerns on the Saanich Peninsula. Over the many years that followed, the charity evolved and grew to what today, is known as Beacon Community Services.

Beacon Community Services is a not-for-profit organization dedicated to serving thousands of people in the Southern Vancouver Island and the outer Gulf Islands. Woven into the fabrics of these communities, their diverse range of services and care programs span every stage of life from Employment Services, Volunteer Services, Senior Care, Services for Children, Youth and Families, Mental Health and Counselling Services, Seniors Activity Centers and Thrift Shops. Additionally, Beacon Community Services is proud to encompass 12 First Nation communities supporting a culture that is diverse in tradition and history.

Humble and giving, the family of nearly 1,000 staff and volunteers are dedicated to serving the community in a variety of ways across a variety of programs. Beacon Community Services’ true north star is to help people in need.

Beacon Community Services is in search of an inspiring, collaborative, visionary and philanthropic leader to join the organization as its next Chief Executive Officer (CEO). Reporting to the Board of Directors, the CEO assumes the key leadership position, having overall responsibility for the management and strategic direction of the organization. Beacon Community Services has a wide capacity to scale-up services and programs in traditional and innovative ways. This is an opportunity for a growth-mindset leader to harness the established successes and strategically build for the betterment of the people and its communities.

 

THE MANDATE

The CEO is the inspirational voice of Beacon, who passionately and artfully articulates the growth strategy and vision to existing and future community stakeholders and partners. The CEO embraces change and is motivated by the significant opportunities ahead to proactively grow a diverse range of services and programs in an organization that has strong and well-established roots within the community. Trusting and empathetic in nature, the CEO understands the nuances and unique needs of the various portfolios and business units, and will utilize resilience, critical thinking and influence to achieve the strategic initiatives and organizational goals to grow the organization and its people.

The CEO is a transformational leader, accustomed to engaging and navigating complexity. An experienced, credible and thoughtful leader, the CEO models the way through visible leadership and makes great effort to personally connect with the culture of the organization, cultivating an environment that is safe, trusting and inclusive to the many diverse groups and communities. The CEO will effectively and astutely influence and advocate on behalf of Beacon Community Services with pride.

 

KEY ACCOUNTABILITIES

The CEO is a forward-thinking, collaborative leader who will capitalize on the established successes of Beacon Community Services, identify growth opportunities and provide the direction and strategic framework to the executive and implement a clear vision for the organization.

The CEO’s key areas of focus will be:

Policy Leadership:

• Ensure that policy development is inclusive, evidence-based and consistent with the strategic plan of the organization.
• Oversee the operations of the organization and manage its compliance with legal and regulatory requirements.

Financial Leadership & Risk Management:

• Apply deep knowledge-base and sound understanding of financial management capabilities and best practices.
• Work cohesively with the Board to ensure the fiscal integrity of the organization, serving as a steward of its resources, and ensure there is openness and accountability for the financial reporting.
• Oversee staff in developing annual operating and capital budgets that support operating plans and submit budgets for Board approval.
• Develops and monitors strategies for ensuring long-term financial viability of the organization.
• Understand the principle risks to Beacon Community Services and the activities which give rise to those risks.
• Have effective procedures and controls in place to monitor and manage such risks.

Strategic Planning Leadership:

• Maintain both internal and external environmental scans to identify emerging issues that affect the organization and opportunities for growth. This will feed into the strategic planning process of the senior management team and Board, which will be championed to the staff and external stakeholders.
• Create annual operating plans that support the strategic direction set by the Board; develop annual budgets to support that strategic direction; submit annual plans to the Board for approval.

Leadership Vision:

• Effectively communicate the vision for the organization to internal and external stakeholders.
• Collaborate with the Board to define and articulate the organization’s vision and to develop strategies for achieving that vision.

Community Leadership

• Demonstrate community leadership through the development of relationships with the broader community served by Beacon.
• Serves as a primary spokesperson and representative for the organization.
• Assures that the organization and its mission, programs, and services are consistently presented in a strong, positive image to relevant stakeholders.
• Actively advocate for the organization, its beliefs and its programmatic efforts.

Program and Services Leadership:

• Model best practices and infuse the organization with a desire to provide quality programs and services to the community.
• Liaise with internal  stakeholders and subject matter experts to review existing programs and services and provide oversight and enhancements where needed, to the overall design, delivery and quality of programs and services.
• Stay abreast of current trends related to the organization’s services and anticipate future trends likely to have an impact on its work.

 Human Resources Leadership:

• Foster a culture that values a diverse, inclusive and equitable workplace. Open, fair and transparent hiring practices, staff recognition and the development of a motivated and committed leadership team are the foundation of the CEO’s HR leadership.
• Develop future leadership within the organization.
• Build and Implement a succession plan for all critical leadership roles within the organization.
• Evaluate the organization and the Leadership staff performance on a regular basis.

FIRST YEAR DELIVERABLES

• Develop and solidify relationships and engagement with key stakeholders in government, sector and community partners including funders and unions.
• Forge new strategic alliances while building strong, effective and trusted relationships with partner organizations and funders to increase public awareness.
• Develop a framework for implementation of a comprehensive succession plan for all key managerial/leadership roles.
• Play an integral role in the development and re-alignment of strategic initiatives and road map for the organization.
• Create and begin to action a growth strategy to expand and broaden the portfolio of programs and services for the organization.

 

EDUCATION AND EXPERIENCE

• A post-secondary degree, preferably at a master’s level, in business administration, finance or a relevant field is preferred.
• At least 5 years of experience in a senior leadership position, within a complex organization.
• An understanding of Board Governance and experience working collaboratively with a volunteer Board of Directors, ideally in the not-for-profit and/or social services sector.
• Demonstrated experience working closely with community partners leading and forging collaborative solutions and initiatives.
• Ability to think strategically and develop a long-term business plan to ensure the organization’s ongoing sustainability.
• Extensive experience building effective relationships with diverse groups of individuals, including senior executives, Boards, government, community leaders, First Nations, staff and volunteers.
• Track record of building organizational capacity and cultivating talent – recruiting, retaining, coaching, leading and mentoring high performing, cross-functional and diverse teams.
• Experience working with unions; collective agreement negotiations considered an asset.
• Experience volunteering with a Board of Directors is considered an asset.
• A clear understanding of the non-profit sector and government systems, legislations and funding, including a strong track record of successfully obtaining funding from the federal, provincial and municipal governments.
