Chief Administrative Officer – Catholic Social Services

THE ORGANIZATION

In 1961, the Catholic Archdiocese of Edmonton recognized several needs in the community that were not being met by existing resources.  With a directive from the Archdiocese to help those in the community who need it most, Catholic Social Services was established, and nearly 60 years later, it continues to offer care and hope to thousands of vulnerable people in the community.  Starting with a small staff that offered only family and child services in Edmonton, the Agency has grown over the years to provide a variety of services throughout Central Alberta.  Working with an annual operating budget of $96 million, the Agency receives funding through government and public grants, with the remainder of the funds coming from donations and client revenue.  The Agency employs over 1800 individuals and is further served by more than 600 volunteers.

Catholic Social Services offers nearly 100 different programs. Examples include support for women leaving abusive relationships, helping homeless youth rebuild their lives, and enabling people with disabilities to live life to its fullest. Catholic Social Services also offers support for the settlement of immigrants and refugees, provides counselling that strengthens families and relationships, helps recovering addicts, and supports women facing crisis pregnancies.

THE OPPORTUNITY

Job Title: Chief Administrative Officer

Reports to: Chief Executive Officer

Direct Reports: 3+

Indirect Reports: 29

Location: Edmonton, AB

 

MANDATE

The Chief Administrative Officer (CAO) role provides enterprise-level leadership and oversight of Human Resources, Information Technology, Policy & Planning and other special projects as required.  The successful candidate will be a seasoned leader of people who has a demonstrated track record of delivering agreed-upon results both on-time and on-budget.  Additionally, the CAO, while having demonstrated strategic foresight and vision, will not be so far removed from the work that he or she will not be available to roll-up their sleeves to complete project work when required.

Reporting to the CEO, the CAO will work closely and collaboratively with the Cabinet-level leadership team consisting of the Chief Financial Officer, Chief Services Officer and 5 Vice Presidents.

Key Accountabilities

The position will include the following responsibilities:

Strategic Leadership

  • Participate collaboratively, along with the leadership Cabinet, to develop annual operational plans as well as long-term strategic plans;
  • Provide leadership and direction to the Human Resources (HR) and Information Technology (IT) teams by establishing clear strategic objectives and operating plans that support achievement of the annual operational plan and long-term strategic plan; and
  • Support the CEO in providing advice to the Board regarding the HR and IT affairs of CSS, and report to the Board as required or as directed by the CEO, in fulfilling the governance obligations and requirements established by the Board;

Human Resources & Volunteer Services Leadership

  • Support the Director of Human Resources in delivering on HR strategies by removing road blocks and by establishing priorities;
  • Assist the CEO in maintaining a positive and values-base climate that is conducive to attracting, retaining and motivating top-quality personnel at all levels of the organization;
  • Evaluate and amend, as needed, a comprehensive organizational framework, complete with policies, processes and procedures designed to ensure a culture of accountability, efficiency and high performance within the Agency; and
  • In support of the Human Resources team, or when strategically necessary, personally manage key HR projects.

Information Technology Leadership

  • Support the Information Technology Manager in delivering on IT strategies by removing road blocks and by establishing priorities;
  • Ensure that a robust budget-development and project-management process is undertaken so that strategic IT projects are funded and resourced appropriately, and that project milestones are met;
  • Jointly, with the leadership Cabinet, consult to translate individual/department needs into technology-specific plans;
  • Explore new technologies for future planning and oversee implementation of current and new technology; and
  • In support of the Information Technology team, or when strategically necessary, personally manage key IT projects.

People Leadership

  • Manage the overall performance of the Administration team to ensure organizational goals are achieved;
  • Provide leadership at a strategic level, helping to build a performance driven organization; and
  • Build, coach and mentor the Administration team in a way that promotes the core capabilities and competencies so as to deliver operational support excellence.

 

FIRST YEAR DELIVERABLES / MEASURES OF SUCCESS

Success in the first year will be determined by the candidate’s ability to:

  • Gain a solid understanding of the the strategic, operational, and contextual scope and nuances of the Agency;
  • Implement/operationalize identified projects and initiatives, driven from CSS’s strategic plan, whether they be IT, HR or policy related;
  • Undertake a comprehensive policy/procedural review in order to ensure consistency and relevancy of the policy framework;
  • Develop and lead a high performing team.

 

CANDIDATE PROFILE

The successful candidate will have the following:

Education

  • Bachelor’s degree
  • Master of Business Administration is desirable

Experience

  • Minimum 5 years senior management level experience leading in a corporate services environment;
  • Exposure to working within a Board-governance model;
  • Demonstrated experience in policy/procedure development and review;
  • A track record of meaningfully contributing to annual operating plans as well as longer term strategic plans;
  • Demonstrated project management skills;
  • Proven success working within a large and complex environment; and
  • Previous work in a not for profit or public sector environment is preferred.

  • Demonstrates leadership humility, both through their willingness to learn from others as well as their willingness to admit to their own short-comings;
  • Possesses the highest standards of personal and professional integrity; and
  • Engages and motivates others with personal commitment to the mission and guiding principles, as well as visibly modelling CSS’s core values of humility, compassion and respect.
