Job Title: Manager, Workforce Development

Reports to: Director, Human Resources

Direct Reports: 2

Location: Edmonton, Alberta



Reporting to the Director, Human Resources, the Manager, Workforce Development is responsible to promote a learning culture that will encompass all activities aimed at bettering the performance and capabilities of Natural Gas and Electricity employees.

This position is responsible for the strategic and functional management of training and development for Atco Natural Gas and Electricity Utilities. This role will lead a team of training professionals, technical trainers, and administrators. Key areas of responsibility are:

Key Accountabilities


  • Provide strategic direction and leadership to workforce development. Accountable for short- and long-term strategy and direction in conjunction with senior leadership and results related to the established direction
  • Plan, develop and implement business and strategic plans, objectives, and budgets associated with business training needs
  • Lead the execution of the training management system through a systematic approach, including the development and maintenance of systems, processes, and tools with which to direct and manage the function
  • Provide corporate cost management through effective decisions at a strategic level
  • Establish and maintain effective relationships with key stakeholders both internal and external to the Natural Gas and Electricity Utilities group, driving training related to business results
  • Ensure business and value-added results are achieved with vendors delivering training and development services

People Leadership

  • Build organizational capacity by providing the team with the opportunity and support to develop skills and capabilities
  • Enable, empower, and hold direct reports accountable to effectively meet their goals and objectives, jointly developing training and development plans for employees, including succession plans for the department
  • Provide leadership, coaching and mentorship to staff to ensure their continuous development and high performance
  • Provide professional development and growth opportunities for the Workforce Development team
  • Manage relationships with cross functional teams to ensure integration with the Training Management System
  • Provide to the organization coaching and training on needs assessment, design, development, delivery, and evaluation of training, including support and training for internal subject matter experts

Management of Workforce Development Function

  • Overall management of the workforce development function for Natural Gas and Electricity Utilities in all areas (compliance, safety, technical and business skills)
  • Lead the Electricity and Natural Gas Workforce Development Governance Committee to establish the strategic direction of training and drive alignment to support business needs and priorities
  • Liaise directly with key operational groups and stakeholders (PLT & Apprenticeship, Engineering, H&S and others) to align leadership and program sponsors in the management of training projects and programs
  • Accountable for training programs as required by departments/divisions, including ones that inherently carry high risk for the safety of our employees and the ability of the organization to succeed in its business goals
  • Act as business lead for Cornerstone, including competency assessment programs and records management requirements and standards
  • Standardize management of employee training and development across Utilities
  • Oversee the operation and maintenance of training facilities, labs and yards
  • Work collaboratively with the ATCO Group of Companies to optimize opportunities for synergies
  • Prepare training reports and metrics, including a quarterly dashboard for senior leaders
  • Oversee affiliate and cost of service agreements including pricing, scheduling, and logistics
  • Work with and represent Natural Gas and Electricity Utilities on national bodies (e.g. Canadian Electric Association and Electricity Sector Council), including participation and leadership of groups and steering teams
  • Develop and maintain relationships with industry stakeholders, government, and other utilities

Financial, Business Planning & Solutions, Budgeting & Reporting

  • Lead business planning for Workforce Development: accountable for an integrated and aligned development, implementation, and quality assurance of compliance, safety, business and technical training projects and programs
  • Oversee company-wide integrated planning and scheduling of training initiatives and programs for business results and compliance purposes
  • Oversee and manage the development and implementation of learning and capability development frameworks, models, initiatives, activities and supporting processes based on organizational needs
  • Oversee needs assessment and planning support to develop competency-based outcomes for training projects and programs in line with corporate standards, legislative requirements, and governance
  • Accountable for the overall portfolio of training topics and provide data for senior leaders and program sponsors to establish, resource, and fund priorities
  • Ensure internal policy and program governance of training standards and financial and business outcomes
  • Oversee negotiations and management of relationships with external vendors providing services for company-wide training

Planning & Communication

  • Oversee and manage the identification and communication of current and future training needs, trends, opportunities, and challenges of the training function, while ensuring continuous improvements to proactively address organizational needs
  • Create, continuously improve, and maintain Workforce Development SharePoint sites
  • Establish and maintain key management relations with the Governance Committee, government, post-secondary institutions, and professional and trades training providers
  • Develop and maintain the governing documents necessary to support the success of Workforce Development and associated teams or groups
  • Manage relationship with the Alberta Industry Training (Provincial Apprenticeship Board) as required to ensure the Electricity Apprenticeship Program meets or exceeds all requirements. Maintain status as a recognized institution with authority from the province to indenture, train, and qualify apprentices to journeyman status



Success in the first year will be determined by the candidate’s ability to:

  • Lead the development and implementation of a Utilities Frontline Leader Program and support development of a Utilities Onboarding Program
  • Create and implement a Learning Strategy for Utilities:
    • Learning Governance Framework
    • 3-Year Road Map for Learning
    • Curriculum Evaluation & Modernization Plan
  • Achieve alignment and drive training efficiencies by merging Workforce Development teams, systems, and processes. Create and implement a unified departmental service offering and resource plan
  • Successfully implement and roll-out Cornerstone on Demand to meet competency-based dispatching requirements along with enhancing the Learning Management processes within Natural Gas and Electricity Utilities



The successful candidate will have the following:


  • An undergraduate degree
  • A certificate or designation in Adult education is considered an asset


  • Minimum of 10+ years leading a learning function
